Meeting of Council

to be held on Wednesday, 25th June 2008
at the Friends House, 173 Euston Road, London
at 12.00 Noon

WELCOME TO DELEGATES

The delegates stood in memory of Mrs D Hoyle and Mr D Furber.

CLUB MATTERS

It was reported that 14 clubs had not sent in their Returns. 4 clubs had items outstanding on their Returns. Voting took place and 1 club was allowed to have representation, with 2 being allowed representation at the next Council meeting if all paperwork was provided in time. 1 club did not have the required 100 members to allow representation.

ELECTION OF OFFICERS AND COMMITTEES

The voting for Officers and Committees took place and are listed on the website.
Mrs Dugdale was proposed and accepted as President and Mr Butler proposed and accepted as Vice President.

MATTERS ARISING FROM MINUTES OF MEETING 9th April 2008

The Our Cats contract was discussed and elements were discussed further and voted on.
a) It was agreed that judges' critiques would not be published elsewhere unti 28 days had elapsed from submission to Our Cats, excluding items required for BACs or reports requested by individual exhibitors on their own cats.
b) Our Cats would be able to pushlish items of news interest from other organisations.
c) The contract was agreed for 2 years with an 18 month termination notice.

The proposal by the Black and White Cat Club regarding recording of council meetings was discussed and amended to:

All future Council and Executive meetings shall be fully recorded for the purpose of compiling minutes and these recordings shall be kept until the minutes are confirmed or considered at a subsequent meeting of Council.

This was agreed.

 
8.

FINANCE

a) The accounts were discussed and various comments made. The accounts were approved.
b) The proposal to charge for medals was discussed and it was lost.

 
9.

APPOINTMENT OF AUDITORS

It was agreed that O'Hara Wood be re-appointed.

 
10.

CAT WELFARE TRUST

The Chairman of the Trust spoke on the loss of Mrs Pring, and reported that Mrs R Fisher and Mr J Hague had been appointed as Trusteees. An additional Trustee will be appointed in due course to take over the position of Secretary. The finances were discussed and the Chairman advised that £53296 is held which will form a firm basis for funding another project, still to be discussed.

 
11.

MEMORIAL TO MRS PRING

A memorial was discussed and it was agreed that the Executive should draw up a formal proposal regarding a scheme to sponsor protect plants, which will be presented to Council in October.

 
12.

AMENDMENTS TO THE GCCF CONSTITUTION

a)     The Tabby Colourpoint Cat Club propose a change to the Membership Rule 3 in the Constitution as follows:
The Council shall consist of the delegates of affiliated Clubs and Societies (hereinafter called "the Affiliated Clubs") The National Cat Club shall be entitled to appoint FOUR delegates.  All other clubs and societies shall be entitled to appoint one delegate provided they maintain a minimum of 50 members (the minimum required for affiliation under Article 4) an additional delegate if its membership- exceeds 200 members and a further delegate if its membership attains 500 or more.  The Council shall grant representation to the following clubs by virtue of their historical association whatever their membership shall be.

1.     Black & White Cat Club
2.     Blue Persian Cat Society
3.     Chinchilla, Silver Tabby and Smoke Cat Club
4.     The Red, Cream, tortoiseshell and White, Blue Cream and Brown Tabby Society
5.     Short-hair Cat society (of Great Britain and Manx Club inc)
6.     Abyssinian Cat Club
7.     Siamese Cat Club

The proposal was amended to read:

* The words after provided they maintain a minimum of 100 members (the minimum required for affiliation under Article 4) have been deleted.

 
13.

THE PROPOSED REVISION OF THE GCCF HOUSEHOLD PET SYSTEM AT SHOWS

This item was held over to the next meeting as there was insufficient time to discuss it fully.

 
14.

15.

BREED RECOGNITION

Council approved with immediate effect the recognition of the Tortie, Tortie & White and Bi-Colour BAC Application for Recognition of new colours; Silver Tabby & White, Smoke & White and Cameo & White.

 
16.

STANDARDS OF POINTS

Council approved the following with effect from 1st June 2009.
Tortie, Tortie & White and Bi-Colour BAC: Silver Tabby & White, Smoke & White and Cameo & White.

JUDGE WITHDRAWALS

Mrs Pamela Read is no longer a Probationer Judge of the Tonkinese, by her own request, as she is unable to obtain sufficient judging engagements that will permit her to provide the required assessments and critiques.

Mr J Harrison, Probationer Judge, has resigned from the Siamese Cat JAC to take effect after completing engagements at the Merseyside, Chester & North Wales and Teeside shows.
