MATTERS ARISING FROM MINUTES OF MEETING 20th June 2007
The change to the wording of Article 8(2) was approved as follows;

The Honorary Officers of the Council shall be a Chairman, Vice Chairman and such other Honorary Officers including a President and up to three Vice Presidents as the Council may from time to time decide. The President and Vice Presidents shall hold office until death or resignation unless removed from office by a resolution of the Council. The Chairman and vice Chairman shall be elected from amongst ………………… audited immediately.

5. PROPOSAL FROM BLUE PERSIAN CAT SOCIETY
The Chairman read out the proposal from the Blue Persian Cat Society.

a) The decision to remove 'Official Organ' status from OUR CATS taken by the Executive Committee at its meeting on 25th July 2007 was precipitate and outside its terms of reference, as laid down in the GCCF Constitution and is therefore null and void.

b) As this is a matter of concern to all members of the cat fancy there shall be no further consideration of removing 'Official Organ' status from OUR CATS and replacing it with 'Fancy That' or any other alternative until and unless there has been a full and informed discussion in Council and after a proper tendering process has been carried out if the decision of Council is to remove official status from OUR CATS.

The Chairman called for the vote on Item 4a) The decision to remove 'Official Organ' status from Our Cats taken by the Executive Committee at its meeting on 25th July 2007 was precipitate and outside its terms of reference, as laid down in the GCCF Constitution and is therefore null and void.

The vote was taken and the result was 92 votes for the motion and 54 against. For the vote to be carried a two thirds majority was needed and this was not achieved. Therefore the proposal was not carried.

The delegates then moved to vote 4b). As this is a matter of concern to all members of the cat fancy there shall be no further consideration of removing 'Official Organ' status from Our Cats and replacing it with 'Fancy That' or any other alternative until and unless there has been a full and informed discussion in Council and after a proper tendering process has been carried out if the decision of Council is to remove official status from Our Cats.

It was initially felt that this had to be a majority vote but after the voting slips were in the Chairman said that it should also be a two thirds majority vote. Some delegates said that this would have altered how they voted and vote had to be taken again. The result was 108 for and 35 against, 3 voting slips were missing. The proposal was passed.

AMENDMENTS TO GCCF RULES
After some discussion the following Rule changes were approved:

Section 2
21. Clubs holding shows under licence from the GCCF shall, within three months, submit a list of judges whose reports failed to appear in "Our Cats" Magazine (see Section 3, rule 4d)

amend to:

Section 3
4c. Acceptance of an engagement by a judge places that judge under an obligation to both the show management and prospective exhibitors to attend and officiate at the show in question and to send within the specified time a report to "Our Cats" Magazine.

Note: Assessment classes are considered to be Open classes with judges' reports being sent to "Our Cats" Magazine.

The above changes to the rules were passed and will come into effect immediately.

Section 3 Rules 14, 15 and Section 4, Rules 4a-4h, 5, 7a-7d

Cats will be rejected under Section A ... (no change)

Cats will be rejected under Section B for ear mite infestation or for dirty or waxy ears indicative of possible ear mite infestation. In-contact cats will be examined using an auriscope and may be admitted to the show if their ears are clean. The exhibitor will be issued with a rejection form and a special clearance form which details the tests that must be carried out WITHIN SEVEN DAYS AFTER THE SHOW (on the rejected cat(s) only at this stage) before the Clearance Certificate can be completed and sent, together with the rejection form, to the GCCF Office.
{DELETE: All cats owned by the exhibitor and/or living at the same address must be examined by a veterinary surgeon NOT LESS THAN SEVEN DAYS after the show} and certified free from ear mites, using the clearance form which together with the rejection form, must then be sent to the GCCF Office.}

Cats will be rejected under Section C ... (no change)
Cats will be rejected under Section D ... (no change)
Any exhibitor whose cat is rejected under Sections B, C or D ... (to end of section - no change)

The above changes to the rules were passed effective date show release June 2008.

   
9.

BREED PROMOTIONS
The Executive Committee recommended to Council the following breed promotions the Chairman advised the delegates that the promotions will come into effect from the new show period June 2008 with the exception of item f) which will be with immediate effect.

a) Joint Rex BAC application for promotion to Provisional Status for LaPerm.
b) Bengal BAC application for promotion to Championship Status for Brown (Black) Marbled Bengals.
c) Bengal BAC application for promotion to Championship Status for Snow Spotted Bengals.
d) British Shorthair Group Committee application for promotion to Provisional Status for the Red Self British Shorthairs.
e) Oriental Bicolour application for promotion to Provisional status for the Oriental Bicolour.
f) The Bengal BAC application for Preliminary Recognition for Black Silver and Silver Snow Bengals.

   
10.

STANDARDS OF POINTS
Council approved the following with effect from 1st June 2008.
a) Tortie, Tortie & White and Bi-Colour BAC Preliminary Standard of Points
b) Ocicat BAC changes to the Standard of Points
c) Oriental Bicolour Standard of Points

   
11.

REGISTRATION POLICIES
Council approved the following with immediate effect:
a) Tortie, Tortie & White and Bi-Colour BAC Registration Policy
b) Colourpoint BAC amendments to the Registration Policy
c) Korat BAC amendments to the Korat and Thai Registration Policy
d) Bengal BAC amendments to the Bengal Registration Policy
e) Somali BAC introduction of PK deficiency testing to the Registration Policy.

Mr Brian Fox, Probationer Judge, has resigned from the Asian BAC after final engagement on 13th October at the Cambria show.

The Asian BAC is not seeking an extension for Mr Gary Tweed, Probationer Judge, when his probationary period expires in June 2007.

The British Shorthair Group Committee has requested that the names of Mrs J A Barfoot, Mrs H Cross and Mrs J Richards be transferred to the Retired Judges List.
